Fined for planning enforcement breach |

Two residents must pay thousands in fines and costs for failing to comply with a Planning Enforcement Notice. Khalid Mahmood and Sadia Rukhsana, of Granville Avenue, appeared at Slough Magistrates’ Court on 1 May, where they both entered guilty pleas. The breach was in relation to an outbuilding at the property in Granville Avenue, which did not have the appropriate permissions. They failed to adhere to the requirements of the enforcement notice, issued on 16 September 2022, to dismantle and remove the kitchen and shower room elements by the set deadline of 16 April 2023. The defendant’s argued the building was for personal use and not for financial gain, stating they occupied the outbuilding for almost two years whilst renovation works were being undertaken in the main home. They stated the kitchen and shower room were dismantled in October 2025 and claimed to have paid council tax on the outbuilding. Council records showed they had been making additional payments. The council’s legal representative argued there had been no evidence provided to show the notice has been complied with. Even if it had been complied with, there was no explanation as to why it hadn’t been done sooner. Khalid Mahmood was fined £2,354, reduced to £1,570 due to early guilty plea, must pay a victim surcharge of £628 and costs of £1,339 – totalling £3,537. Saida Rukhsana was fined £1,200, must pay a victim surcharge of £480 and costs of £1,339 – totalling £3,019. Each defendant is required to pay £100 per month, with a collection order issued in the event of a default. Daniel Ray, Director of Planning, said: “This case yet again proves that we will take action against those who do not comply with planning enforcement notices. They are not a suggestion, they are a requirement, and no one is above the law.” | ||
